hot dogs are just bundles of prepared meat products...meaning tubes of **** basically. everything in a hot dog is already cured, making it ready to eat. that being said, you can "cook" a hot dog any way you want; you just give it some source of heat until its defrosted and at the right temperature for you. theoretically, you could pull the hot dog right out of the freezer and eat it then and there, although i dont think youd want to.

This might not be the ideal way to prepare hot dogs, but it probably can be done.
Score the frozen dogs with a fork a few times to minimize splitting. Place them on a greased pan and cook at a lower temp (perhaps 300) until they are defrosted and begin cooking. Perhaps you could then turn the oven to "broil" to brown them a bit. You may need to turn them over a couple of times.
Bon appetit!
